• In connection with the scheme for lighting the Borough with electricity, an objection has been raised that only a portion of the town would receive the benefit, while the outskirts would be neglected and yet have to pay loan rate, assuming that the money to do the work was raised in that particular way. We admit the reasonableness of this, but: would point out to the objectors that the j " Municipal Corporations Act, 1886 " (clause 186) provides :— For the purpose of obtaining the consent of the ratepayers of any particular portion of a boy ough to the raising of any special loan for the benefit of such portion it shall be sufficient if the number of votes given for the proposal within such particular portion of the Borough is not less than three-fifths of the total number of votes given at the poll for and against the proposal, and in such case the resolution in favor of the proposal shall be deemed to be #ar?jed, — As the propertyowners and ratepayers s?h# haye already premised to support the uudertakiDfl

represent such required majority, any proposal made in the direction of rating only that portion of the town which was encompassed within the limits _of the sphere of operations of the electric light would be easy of accomplishment. It has been mentioned by some ratepayers that the idea of a water supply and drainage scheme which was discussed in our columns a few years ago should again be mooted, and the whole be united and put before the ratepayers in one schedule. We say advisedly that although we now and always have recognised the desirableness of having the town amply supplied with water and thoroughly drained, we do not think the time has arrived for so doing with any hope of success. It is not the active opposition which has to be feared, but the passive. When the time does come for such a scheme to be proposed it will only be after the limits of the Borough have been brought within the boundaries as laid down in the plan, of the town and those portions beyond them cut off. We express the hope that in a few months more we will see Feilding properly lighted by electricity — whether by the Borough Council or by a company matters very little ; the great thing is to have the thing done. We firmly believe it will not only be a benefit to those most interested, but a profit to the proprietors, whether in the form of ratepayers or of shareholders.
