It was not merely ordinary courtesy which dictated tbe letter sent by tbe Mikado of Japan to the President of the United Stateß of America, thanking the latter for his successful efforts in tbe direction of establishing a peace between China and Japan. If we may judge by current events, the Japanese now look with considerable suspicion upon the mode in which Russia is intriguing with China, and estimate that it will be wise for them to establish such friendly relations with the United Stateß as will ensure the assistance of a powerful ally in the event of an attack from Russia. We are told by a cablegram tbat since last Autumn, transports have been conveying troops from the Black Sea. None of these men ever return, and allowing a steamer each fortnight carrying a thousand soldiers each trip, a formidable array is being thrown into Eastern Siberia, so that this massing of troops and warships has a deep signiifecance. Naturally the Japanese hold the opinion that these operations are directed aa a cautioning menace against them, to prevent any interference with Russia in the aeqairamftnt by the latter of more extended territory for the completion of the railway through Manchuria. On the other hand England while recognising tbat the suspicions of tbe Japanese are more than justified by tbe circumstances, must be conscious that RasAta cannot well attack Japan without carrying the war among tbe colonies of the British gmpir* in the South Seap, and into India the ?eal aim and object of her ambition. Assaming tbat, tbe Japanese do secure an alliance wjth ! America, the knowledge ot the existence of that may act as a restraint, if not an Actual deterrant, on the ambition of Bus* «ia if only for a brief period.
