(Pku Press Association). Wellington, Oct. 29. After further debate, in which Dr Newman, Messrs Willis, Saunders, Geo. Hutchison, Reeves, Duthie, J. McKenzie and G. W. Russell took part, the second reading of the Ministers salaries and Allowances Bill was lost by 29 to 19, and the bill thrown out. Kelly, Maslin, McGuire, ft. McKenxie, McNab, Montgomery, G. W. Russell, Newman, W. B. Russell, G. J. Smith, Stout, Tanner, Te Ao, R. Thompson, Wilson. McKenzie, Green, and Meredith. Hon. Ward laid on the table for ratification the agreement in connection with the Vancouver mail service. He said necessary provision would be made in the Supplementary Estimates. Hon. McKenzie laid on the table a letter from the Solicitor-General to the effect that Sir Walter Buller's statements respecting his bill of costs was entirely wrong. In committee on the Reserve Disposal and Exchange Bill strong objection was taken to the measure on the ground that it mixed up public, private and local matters. In reply to a question the Speaker ruled that the bill was contrary to the principles of legislation of every country. Hon. Montgomery agreed to report progress on the Bill in order to consider the best course to adopt. The Public Securities Bill passed all its stages without amendment. The Local Authorities Loans Conversion Bill was read a second time. The Land Act Amendment Bill passed its final stages. The Chinese Immigrants Act Amendment Bill to raise the poll tax on Chinese from £10 to £100, was thrown out by 12 to 9. The House then went into Committee of Supply for consideration of the Supplementary Estimates. In the Colonial Treasurer's Department, the item — ,£IOO as a fee to Sir Julius Yogel, as financial adviser to Government— was strongly opposed by Messrs Duthie and Saunders. The Premier defended the vote, asd spoke of the great services rendered to the colony by Sir Julius Yogel. A motion by Mr Larnach to omit the item was rejected by 45 to 6. Mr Duthie moved that the item J-500 — expenses of the Colonial Treasurer to London— be struck out. Mr George Hutchison asked whether this was a final payment or whether it was merely on account. The Premier said it was the final payment. Considering the success of Mr Ward's mission, he did not think the amount was at all extravagant. Eventually Mr Duthie withdrew his amendment. On the VOte Ol £5000 lor tlie Vancouver mail service, Mr Ward explained the terms of the agreement, which had been laid on the table during the day, and said he thought this service would be a valuable one for the colony. After considerable discussion the item was withdrawn, Mr Ward undertaking to bring down a series of resolutions on the subject next day. The remaining items were passed unaltered. The House rose at 3 a.m.
