HOUSE OF REPRESENTATIVES.

The House met at 7.30. The Public Works Statement was laid on the table by the Hon Seddon, who said he proposed to take the debate on it next evening. Hon Seddon brought up the report of the managers at the conference with the Legislative Council on the Alcoholic Liquors Sale Control Bill, which waB to effect that no agreement had baen arrived at. In moving the adoption of the report Hon. Seddon hoped when he moved for a conference that a settlement might be effected, bub in this he was disappointed. He was affraid they could do nothing further in the matter this session. Sir B. Stout said there were now only two points of difference between the House and the Council, namely national option poll and clubs. He thought the House might accept the rest of the Bill and leave these two issues for next ses- i sion. He moved an amendment " That a message be sent to the Legislative Council stating that if the Council will waive its amendments on all subjects except the national option vote and clubs and the new clause as to inspectors, the House will consent to the other amendments made in the Bill." He intended bringing down the Bill again next year and if be could not pass it then he should do so the following year. Mr Geo Hutchison thought another conference should be asked with the Council. Dr Newman asked whether the Premier | intended to bring in a Bill this session to prevent transference of licensee beyond a certain distance. Mr Seddon replied in the affirmative. Capt. Russell hoped the House would consent to the appointment of another conference. He considered the Premier's action now over this Bill tended to show he had been a wolf in sheep's clothing in regard to it. He deprecated the Premier's constant threats against the Legislative Council and said that as the Premier it was his duty to uphold the constitution as it existed. After a long debate in which a larpe number of members took part the House divided. On Mr Seddon's motion that the report be adopted and lie on the table, a tie resulted— Ayes, 32 ; noes, 32. In order that an opportunity might be given for further consideration of the question, the Speaker gave his casting vote in faver of the noes, and declared the motion lost. Sir B. Stout's amendment was then pnt as a substantive motion. Mr Tanner moved as an amendment that another conference be asked for with the Legislative Council and that i Messrs Sannders, Bell, G. W. Bussell and the movers be managers to represent the Lower House. Mr Seddon said he had no objection to another conference being asked for but he could not consent to the managers proposed by Mr Tanner. Messrs Saunders, Tanner, Hall- Jones, McNab and W. Hutchison were appointed managers to represent the House at another conference with the Legislative Council on the Liquor Bill. Mr Seddon gave notice to move that after Wednesday the House meet at 11 a.m. The House rose at 12.30.
