Kiwitea County Council.
The ordinary monthly meeting of the above Council was held on Saturday last. Present— Crs J. Reid (chairman), Horner, Jacob, Jones, Williamson, Morton, and Shannon. The minutes of the previous meetipg were read and confirmed. Correspondence was read as follows : — From the Treasurer stating the special rate of l-100ths of a penny in the £ bn the total rateable valuation of- the County was not sufficient to provide the necessary yearly amount for interest and other 'charges with the 10 per cent addition required by section 26 Local Bodies Act, on a loan of £481, and stating that it was sufficient for £475, and that a loan not exceeding the lesser amount only could be made on the said rate. From Rangitikei County Oouncil enclosing estimates re amount required for repairing and additions to the Onepuhi bridge and protection of the river banks and informing that that Council was making apphcation to the Government for a loan of .£1436. From Department of Lands and Survey re the Kiwitea Bridge on Kimbolton road, and informing the Council that the Feilding Borough Counoil intended to go on with the bridge. From the Treasurer, .informing the Council that the whole of the County should be rated for the proposed loan of £2750 for the construction of the Vinegar Hill road bridge. From the Treasurer, asking for returns of travelling expenses paid to members of Council for 1891-2, 1892-3, 1898-4, 1894-5. From a petition signed by 36 ratepayers residing in Rangiwahia asking Council to re-consider their decision re impounding all cattle ofi so-called roads, as it would inflict a great hardship on the struggling settlers in that district. From Mr Kilgour asking permission to erect a gate on Coultes's Road r Kiwitea. — Permission granted provided gate is not less than three-quarters of a mile from Kimbolton road. From C E. Nicholas, re felling bush on road line opposite Secton No 40, Apiti distriot and inclosing account. From W. H. Tryne, Ongo, protesting against petition sent in by the residents of Rangiwahia re impounding cattle. From H. Hickford, Rangiwahia, asking permission to fell bush on road line to his section. From T C. Livitt, Pemberton asking permission to occnpy road line opposite section 42, block VH, A.pUi Survey district. From K. McKenzie asking permission to fell about 25 chains of bush' on the Gorge Road for a fence line from what is already formed. From J. Carey asking permission to fell bueh on Cemetery Reserve at Rangiwahia. From H. S. Meads, a petition from the Sandon Block, signed by three ratepayers, asking that the Couocil make the Waipuna road passable for wheel traffic. From W. S. Marshall, Pemberton, asking why he was treated differently to Messrs McGregor, Beckett, and Bennett re refund of money advanced towards the Whare Road. From Survey Department extending the time of survey till October 31st for road through section 92, block XIII Apiti. From the Secretary to the Treasurer, asking the Council to take legal opinions on their action to remit the rates on any portion of the Onga Ward, which have been pledged as eecurity for the loans of L2765 and L1785. From Stevenson Bros., Pemberton, asking permission to fell about 30 chains of bush on Tapuae Ridge road. From Mr M. Bielski, asking that six chains of road be stumped and cleared opposite his section in the Rangiwahia

Ritaman, Rangiwahia, complaining ofthe apology of a road made in front of his seotion, No. 19, Pemberton Block; also, that a drain was left open where the Branch road joined, compelling him to go through private property. 1 Resolved, That a copy of Engineer's
report be sent to Mr Riddiford, and that he be informed the Council are not prepared to carry out the work. SPECIAL MEETING. Resolved, That this Council, under the provisions of the Loans to Local Bodies Act, 1886, and under and by virtue of a warrant issued under the hand of His Excellency the Governor of New Zealand, dated the 2nd day of January, 1890, authorising the Rangitikei Council to charge the Kiwitea Road Board with one-sixth of cost of managing and maintaining the Onepuhi bridge over the Rangitikei river in trie Rangitikei county, and borrow the sum of £326 17s 6d for the purpose of providing share of cost of repairing the said bridge in accordance with above-men-tioned warrant, and that a special rate of one-one-hundred-and-fortieth of a penny in the £ be made upon the rateable value of the whole of the rateable property (Crown and Native lands excepted) within the Kiwitea County for the Kiwitea County for the purpose of providing interest on above loan of £326 17s 6d, to be borrowed under the Government Loans to Local Bodies Act, . 1886, such rate to be annually recurring for 26 years and payable in equal halfyearly instalments on the Ist days of April and October in each year. Resolved, That this Council, under the provisions of the Loans to .Local Bodies Act, 1886, and under and by virtue of a warrant issued by His Excellency the Governor of New Zealand, dated the 13th day of April, 1895, authorising the Pohangina County Council to construct a bridge over the Oroua river on the Birmingham-Apiti road, and apportioning the cost ofthe said bridge,, borrow the sum of £495 8s 8d for the purpose of providing share of cost, of erecting a traffic bridge Over the Oroua river and make approaches thereto, and all other work necessary for completion of the said bridge in accordance with above-mentioned warrant, and that a special rate of one-ninetieth of a penny in the £ be made upon the rateable property (Crown and Native Lands excepted! within the Kiwitea County Council for the purpose of providing interest for the above loan of £495 18s Bd, to be borrowed under the. Govern? ment Loans to Local Bodies Act, 1886, such rate to be annually recurring for 26 years, payable in equal half-yearly instalments on the Ist days of April and October in each year. Resolved, That tbis Council under the provisions of the Loans to Looal Bodies Act 1886 and under and by vertue of a warrant issued by His Excellency tbe Governor of N.Z. dated the 18th day of March 1895, authorising the Feilding Borough Council to construct a bridge over the Kiwitea river, on the deviation of tbe Kimbolton road in tbe Borough of Feilding, and apportioning cost of the said bridge, borrow tbe sum of L375 for the purpose of providing share of cost of erecting a traffic bridge over the Kiwitea river at Feilding, and make approaches thereto, and all other work necessary for completion of the said bridge in accordance with the aboye mentioned warrant and that a special rate of one-hundred th part of a penny in the pound be made upon the rateable value of the whole of the rateable property (Crown and Native' lands excepted) with the said Kiwitea County, for the purpose of providing interest on aboye loan of L375 to be borrowed under tbe Government Loans to Local Bodies Act 1886 such rate to be annually recurring for 26 years,' and payabie in equal half-yearly instalments on tbe Ist days of April and October in each year. Resolved, Tbat the payment of interest at 5 per cent for 26 years on a loan of £650 to be borrowed, under the Govern* ment Loans to Local Bodies Act, 1886, for the construction of approaches to the Otara bridge, a special rate of one-eighth of a pennv in the £ be levied over the followin sections within the Hautapu and Apiti Ridings, to be called the Otara Special Rating District, viz : sections 1 to 9, 73, 75, 77, Block XIV., Hautapu ; Ito 7, Block XIII., Hautapu ; 62, 70, 74, 76, 78, Block IL, Apiti; 1, 2, 8, Block XV., Hautapu ; Ito 11, 18 to 20, 22 to 36, 61, 63, 69, Block IV., Apiti Takapurau Native Reserve ; . Mangamako Native Reserve — sections 88, 85, 37, Block IV., Ongo; 21, 23,25,27,29,81, Blook 1., Apiti ; such rate to be annually recurring for 26 years, and to be payable in equal half-yearly instalments on the Ist days of April and Ootober in eaoh year. GENERAL MEETING BESOMED. Resolyed, That permission be given to the following persons to fell bush on the Councils' usual terms: — K. McKenzie,' Stephenson Bros., H. Hickford, andE. Crabb ; also, tbat Joseph Carey be granted permission to fall the bush on the Cemetery Reserve and road at 80s per acre, to. be paid when work is passed by Engineer. Resolved, That the accounts of Elizabeth Cossey, 28s 6d, and James Ruff, £2 14s, be paid. Resolved, That Mr Tucker be informed that this Council is not responsible for any damage done by their contractors. ■. A deputation, consisting .of Messrs Fl Pemberton and Morgan, of Rangiwahia, ■waited on the Council re Kimbolton road from Beef Creek nortliwaras to Ruahine, and stated that the road in question was in a disgraceful condition, and asking that the worst portion of the road be seen to at ouce. Mr Pemberton
i handed in a petition signed by about forty-three residents asking that the road be drained and metalled as it was really unfit for traffic. Mr Pemberton thonght about* £250 wonld meet their needs at present, but the road would want metalling all along before next winter or %lse it would be impassable. After some considerable discussion it was decided that a deputation going to Wellington would see about the matter. Mr Johns, Oroua Valley, waited qn the Council asking that a few large holes be filled up, and the watertables cleaned on the Orona road. — The matter waa left in the hands of the Engineer to see what could be done. Mr Oliphant waited on the Council asking that his thirds be spent on the present formation and tbe Kiwitea stream, giving him access to his section. — The Chairman stated that work would be done as soon as loan money or thirds came to hand. The following tenders were received : — For the supply and delivery of about 500 cubic yards of gravel in the Waituna riding— Pettigrew and Schapleski, Is 10£d per yard (accepted) ; J. Belfit, 8s lld ; J. Schapleski, 2s 4d. • For cleaning watertables in the Waituna riding :— E. McGoiness, Is 6d per chain, P. Clements, 2s ; J. Speid, 4s. It was resolved that the Engineer lay off a road from Kimbolton road to a proposed gravel pit on Mr Morton's pro-
