Pohangina County Council.
o The usual monthly meeting of the above was held at their offices, Pohangina, on Saturday last. Present— Crs H. ! Dickin fcbirman>. W. Vicary, E. Bell, ; A. W'a^taff, C. iiclby, R. W. Brown, H. The minutes of the previous meeting were read and confirmed. Correspondence was read and dealt with as follows : — From M. T. Holland, applying for lease of gravel reserve fronting his property, Coal Creek ; also, asking that timber he fell on road side be allowed to remain there until after the burn. — To be informed he will get lease of reserve when it is vested in the Council, and that he may leave timber on road till he burns. From W. Johnston, stating a tree had fallen across his fence, and asking what steps to take. — Referred to Engineer. From Secretary to Treasury, asking for return of travelling expenses paid to members of the Council. From Mr E. Goodbehere, secretarj Kiwitea County Council, stating this Council's share of contribution' to Onepuhi bridge was .£lsl 12s 6d. From G. A. Lyne, notifying completion of fence through his property and requesting payment for same. From District Land and Survey Office, stating the road through subdivision X, Manchester Block (W. Aker's propertyj was a legal road. From F. G. McKenzie. Coal Creek, complaining of the bad state of the road, and stating that if the Council will permit he can put it in order in about three days. — Referred to Engineer. From Mayor, Feilding Borough, re Kiwitea bridge. From the following applying for payment of bushfelling ' on road lines: — D. H. McKenzie, R. Port, D and A. Y. Mcßeth, M. T Holland, T. Hirst, J McKenzie. — Payment held over. From the following asking for permission to fell bush on road line : — T. M. Haselden, Geo. Johnston (Harbor Board Block). From Cr Selby, stating he had presided at the meeting of ratepayers held at Pohangina on October 12th to consider loan proposals, and from the opposition shown he bad decided not to proceed with a poll. From W. S. Barber, Fowlers, asking the Council to give him time to pay bis rates, he having been prevented from working for the past five months owing to an accident to his left hand. A petition was presented by Cr Selby and signed by G. Saunders, H. Rutherford, W. Cornfoot, F. McNie, E. P. Mason, E. T. Harrison, R. Saunders, and J. P. Harrison, requesting the Council to construct a road (about 180 chains) through Messrs McNie's and Maxwell's sections, connecting Awa road with Pollock's road, to give them an outlet from their properties, and agreeing that their sections should be formed into a special rating district to cover cost of suggested road. Mr Harrison waited on the Council in support of tbe petition and pointed out that they were unable to get cattle, sheep, or wool out at present. He was informed the petition would be further considered at the next meeting. Mr Curtis waited on the Council, requesting that a bridle track be made to give him an outlet from his section in the Coal Creek riding. Cr Bell having stated there were some thirds available, Mr Curtis was informed the work would be proceeded with as early as possible. Mr S. Bellve waited on the Council, requesting that the road leading past his property be formed. He was informed the Council would spend what funds were available on the road. Resolved, That the Engineer be instructed to have a track made to allow Mr Curtis an outlet on to the Ridge road, to be paid out of thirds and subject to the consent of Commissioner of Crown Lands. Proposed by Cr Brown seconded by Cr Dickin, That the first year of Mr Hayn's engagement with this Council terminating on the 3rd day of November nezt, and it being now decided to have a resident engineer, this Council do now give Mr Hayns notice that his services will not be required after May 8, 1896. Mr Hayns to be eligible for reappointment. — Carried. Resolved, That the Engineer take the necessary steps to advertise proposal to raise a loan tof £4900 in the Coal Creek riding, to include the whole of the sections in the riding except sections 1, 6 and 7 block 111, section 5, block VII and section 34, block VI. Resolved, That the following alterations be made to rate roll i — W. Johnston in place of Jas Johnston ; A Pettigrew in place of Jas Pettigrew, for section 28, block VIII, Apiti j F. M. Haselden in place ot J. Hopkirk for section 2, block 11, Gorge S.D ; S. Palmer in place R. Bugg, for section 54 ; Mary Taylor in place of T. Wood for section 63, block IX, Pohangino; W. G. Pearce in place of W. R. Pearce for seotion 10, block VI ; W Clark for section 18, block VI in place of Little* iohn and Clark ; J. Palmer in place of S. Clare for section 3, block Tn ; J. Smithson in place of E. Palmer for section 29, block X, Pohangina ; A Fraser in plaoe of T. Sinclair for section 81, Pohangina township ; E. S. Oliver, junr, in place of E. S. Oliver, senr ; B. C. Eglington in place of D. D. McKenzie; G. Bartholo* mew for 900 acres part section 46, block 111, Pohangina ; J. Bartholomew for ten acres part section 1 and 4, block VII, Pohangina. Resolved, That G. Jackson be allowed to fell bush on road line along section 29, Block X, payment to be made when road is formed ; alao, that the Clerk rectify error in rate book by placing section 28 in place of section 29 against Mr Jackson's name. Resolved, That Messrs Adsett and Roberts be requested to pay to the Council all royalties due for totara timber taken off the roads. Resolyed, That thp Engineer instruct tb§ ypadpaep tp put the rpad jp repair into Mr Bellve's gate, provided tne two roadmen complete this job under two weeks. Resolved, Thatthe Clerk be instructed to furnish a return of the amount of mouey spent npon advertising the two late loans in the Pohangina riding. Resolved, That the Clerk be instructed to furnish a return of all money spent witbin the boundary of the Pohangina township during the past year; and, also, the amount of ordinary rates collectable in the remaining portion of the Pohangina riding. A motion by Cr Selby, instructing the Engineer to take the necessary steps to raise a loan of i!4668, the special rating district to include portion of the Mangariding, was lost. Resolved, That the Engineer examine the road from Mr Osbenson's house to the inain road and see if the clearing of sj&mej and the threo chains of drain to be cut, estimated: toicost £7, have been done to that amount! and report same at next meeting of Council. Akers. j Resolved, That in reference to tbe letter from the Feilding Borongh Council regarding the Kiwitea bridge, this Council regrets that they are not in a position to agree to their request for proportionate payments before the completion of the j work. Resolved, That J. Martin's name be placed on rate roll for section 16, Block VIII., Apiti S.D.; also, H. Osborne's name for section 38, Block XII., Apiti Survey District. Resolved, That tbe Secretary be instructed to pay to the D.O.A. in bankruptcy £15 due to E. G. McDermott and W* Goodwin, being returned deposit. Resolved, Tbat in reference to the letter from fhe Kiwitea County Council regarding the Onepuni bridge, the Clerk lay | before the Council at next meeting all ! papers and information regarding the agreement at the separation ; also, that the K»witea County Council be requested to furnish this Council with a copy of the agreement entered into at the time of the separrtion. Resolved, That the Engineer call for tenders for metalling London's road, to be let in one contract ; tenders to be in at next meeting of the Council, Resolved, That Cr Fraser be appointed Retnrning Officer for the poll for loan of £3903, to be taken on October 28, at Mr Arbon's woolshed ; also, that Cr Bell be the Returning Officer for the poll on October 31, for loan of £300, at Mr Bell's woolshed. Notices of motion were given as follows :— Proposed by Cr Selby, That sections 11 to 18, Block V ; sections 1 to 5, Block VI ; and sections Ito 3, Block 11, be formed into a separate rating district for the purpose of raising a loan for constructing and metalling the Awa road from the junction of main road to sections 12 and 14, Block V, and for the purpose of acquiring under the Pablic Works Act, through sections 13 and 3, Block V ; for continuation of Awa road to connect with Pollock's road, and to form and metal same. The Engineer to prepare estimate of cost of work, including purchase of Hand required, by next meeting of tbe Council. The Engineer to interview Messrs Maxwell, Finnis, and McNie and obtain their written consent to the road being made through their properties. — That an authorised surveyor be employed to survey and prepare plans of proposed new road from end of the Awa road through sections 13 and 8, Block V, to connect with Pollock's road, near whare on Mr Maxwell's land. Accounts were passed for payment and the Council adjourned.
