HOUSE OF REPRESENTATIVES.
The House met at 2.30. The Customs Duties Reciprocity Bill was read a firßt time. Replying to questions it was stated — That the time had arrived for reconsideration of the rates on urgent telegraphic money orders and the matter would receive attention. That Mr A. W. D. Bell was never in charge of the works at Porirua Asylum, and he never recommended the dismissal of an Inspector. That there was no instruction book of the Telegraph Department containing instrnctious relating to forwarding of telegrams between the J. G. Ward Co., and the Colonial Treasurer. I reply to Capt. .Russell, the Hon. Seddon said the term of the Agent -General's office did not expire till December 10th, so there was no immediate hurry for Government to consider the matter. Hon. Seddon moved that the following bills be discharged from the Order Paper : — Public Tenders Contracts and Works, Law Practitioners Act Amendment, Endowed Schools, Betterments, Lunatics Act amendment, Beet Root Sugar, Master and Apprentices, Hospitals and Charitable Aid, Canterbury College Constitution, Charitable Gifts Duties Exemption, Extension Harbors Act 1878 Amendment, Inebriates Institutions, Licensing Act Amendment (McNab) Referendum Divorce Act Amendment, Payment of Jurors, Slander of Women Bill, Native Rights Pohoae Restriction, Statutes Consolidation and Printing, Mortgages, Domestic Servant's Ha'f Holinay, Restraint of Incitements to Betting or Wagering, Abolition of Capital Punishment, Second Hand Dealers Licensing. Removal of Woman's Disabilities, Female Law Practitioners, Totalisator Abolition, Municipal Corporations, Fire Insurance, Medical Practitioners, Registration Act Amendment. — Motion agreed to. With regard to the Local Government Bill the Hon Mr Seddon said he thought it would be better in the interests of the country if the House would allow him to move the second reading and explain the Bill and afterwards adjourn the debate. There was not the slightest chance of the Bill going throngh this session. The motion for the committal of the Aaiatic and Other Immigration Restriction Bill was carried on the casting vote of the Speaker, and the motion for committal of the Rating on Unimproved Value Bill was carried by 31 to 19. The Margarine Bill and Chattels Transfer Act Amendment Bill passed throngh Committee. In Committee on the Ratitg on Unimproved Value Bill the term "improvements" was made to include " water races whether 'constructed by loan or otherwise " and also " land reclaimed from the sea." In committee on Rating on Unimployed Value Bill clause 6 was amended to provide not one-third of the ratepayers, on the roll should vote, or the poll would, be invalid. No other amendment of any consequence was made in the Bill whiph was reported as amended, the third reading being postponed. The House rose at 1.45-
