(Per Press Association.) Wellington, October 2. The Council met at 2.30. The debate on the second reading of the Customs and Excise Duties Bill was resumed the speakers being Hons. Rigg, Whitmore, Swanson, Shrimski, W. G. Walker, Dr Grace, Jennings, McGregor, and Stewart. lhe second reading was agreed to on the voices, and the Bill was subsequently put through committee and its final stages without amendment. The Fencing Bill and Census Act Amendment Bill passed their final stages. The Seamen's Act Amendment Bill and Sea Fisheries Act Amendment Bill were read a second time, and the Council then rose.
