We do not think any reasonable man could be dissatisfied with the explanation given by -Mr Ward as to the precedence said to bave been given to certain telegrams in which he was interested over all others. In his speech in reply to the question, Mr Ward, as a reason for not taking up the subject before, pointed out the question was only put on the Order Paper the day before the Tariff Bill came down, and owing to the continued debate upon the tariff he bad had no earlier opportunity of replying. He was very glad
to say that he believed three-fourths or four-fifths of the people of New Zealand resented these attempts to do a person an injury before he has had an opportunity of replying to the attack made. He wished to say that he did not attempt to evade an answer to Mr Earnshaw's question. Of any instructions given, he, as he had already stated, knew nothing. The instructions given were for the one occasion only, and he now held in his hand a memorandum from the oflicerincharge stating that the instructions then issued were practically dead. He thought the House would now admit that he had fairly dealt with the question.
