" THE SUREST WAY TO PARADISE." (Per Press Association.) Calcutta September 24. The Moslems of India have addressed a petition to the Viceroy against the proposals to regulate the pilgrimages to Mecca. They urge the increasod taxes on pilgrims are exciting hostility, and the practical effect is to prohibit large numbers from reaching tho surest way to Paradise. They also contend they are a breach of the Queen's proclamation of 1858, securing the religious rights of all the inhabitants of India. London, September 24. The Times says outside pressure is forcing India to leyy an excessive tax which Turkey expends.
