WHO'S TO BLAME FOR THE DISASTER ? (Per Press Association). London, Sept. 22. Painful revelations have come to light with reference to the sick people with the French expedition in Madagascar. It is said there are only four doctors to attend to 1000 cases. Many of the unfortunates lie on the bare ground. Paris, Sept. 23. Grave disputes are taking place between the Ministers of Marine, War, and the Colonies, over the responsibility for the Madagascar disaster.
