'i ii- 1 !ninnt(;s of the previous meeting woie n-:ul aml con firmed. <.\uTes])o;;deucc was read and dealt with as follows : — • From thu Treasury Department, re the applications for loans of £GBS (Branch and Terrace Roads), X'92B (Mcßeth's and Junction Koads), Jc'A'tll (Kiwitea Cross Road), £-1072 (Pakihikura and other roads) and £478 (for additions to Onepuhi bridge) ; and stating these loans could not be provisionally approved as the amounts, with the sum already borrowed exceeded the amount the Treasury could agree to lend in any one year, and that the Council must reduce the total applications by not less than £1765. From W. and 11. John re work Conncil agreed to allow McDennoit to do opposite the Litter's property. From 11. Whtshaw, requesting that A. Moss be appointed assistant ranger. From Mayor Feilding Borough Council, Mr "W. A. Sandilanda, stating hia Council intended to proceed with the work of erecting a bridge across Kiwitea stream on Kimbolton road and requesting this Council to make arrangements by which proportionate parts can be obtained from this Council from time to time as the work is proceeding. From 11. E. Beckett, asking what amount of thirds on his section of 1988 acres, section 1, block XV, Hautapu, were in hand ; also, from District Land and Survey ofiice re application for thirds on this section and stating there were none on this section as it was purchased before July 1891. From the following applying for permission to fell bush on roadlines : — T. Munro, liautapu ; M. H. King, Ongo. From Haycock and Cleaver, requesting that the name of W. Mundy be placed on rate roll for section 24, Block X, Apiti— Mr Mundy s name required before alteration can be made. From S. T. Gee, requesting that his name be placed on rate roll for section 200 in place of J. W. Burne. — Agreed to. From W. Strottou, asking that his name be placed on rate roll for section 15, Block VI, Apiti, in place of Venables Bros. — Alteration to be made. From A. Boshier, asking that his name be placed on rate roll in place of Pask ami Siddlc— Mr Siddle's name required before alteration can be made. From M. Bielski, offering to fell bush and stump about six chains of road leading to his section out of his rates. From Secretary Pohangina County Council, asking on what grounds his Council is liable to contribute towards cost of additions to Onepuhi bridge. — That the clerk call the attention of the Pohangina County Council to the clause in the agreement re the Onepuhi bridge. From Clerk Rangitikei County Council, applying for refund of £2 19s, this Council s share of cost of administering Licensing Act. From Deputy Official Assignee, agreeing to indemnify Council against any claim lodged by workmen in the bankrupt estate of W. Goodwin ; also, applying for balance of money due to Goodwin in the Lauds of Council. From Department of Lands and Survey, stating the Government had agreed to grant a subsidy of .£'1092 lite lid towards cost of constructing a bridge at Otara. — With reference to this letter the chairman, Mr Reid, said he had in his possession a letter from the Minister of Lauds to Mr J. Stevens, M.H.R., in which a promise was made that the Government would grant an additional £625 towards cost of this bridge. From D. J. Tucker, claiming? £10 as compensation for damage done to his property by contractors on Maungapipi road by felling timber and covering up grass on about five acres. From C. L. Peaibcrton and thirteen other settlers at Pemberton, requesting that the ranger be instructed to impound stock trespassing on roads within the Pemberton Block. From Treasury voucher for £739 15a 4d, hypothecated thirds to July 31st 1895. From C. Bath, asking permission to put a fence across Oroua road, Beaconsfield, and he would fell and grass it; also that he was willing to buy or lease it at a reasonable cost. - Resolved that the request be not granted. From Commissioner of Crown Lands, re Mr Calvert's request that the County Council be permitted to spend the accrued "thirds" in hand from th© sections in the Te Rewa Block, which are included in the hypothecated certificate issued, and those to accrue, in forming the Pararorerangi and Riverbank roads. As the inclusion of these sections in the certificate was sanctioned by the Land Board, on account of the proposed expenditure on' roads, and as none of the the loan has been expended thereon the Laud Board would probably approve of releasing the thirds if application was made.— Mr Calvert waited on the Council in connection with the application. The Engineer reported having graded a road through the reserve, to connect Edwards street and Mcßeth's road. The grade was good and the length of road would be 120 chains. Proposed by Cr Williamson, seconded by Cr Morton, That tenders be called for clearing watertables ; and, also, foy metal for repair j in the Waituna riding ; also, that the Engineer be instructed to attend to Woodman's application for shifting culvert which discharges water on to section 170. — Carried. Proposed by Cr Reid, seconded by Cr Horncr, That this Council accepts the grant from Government of £1092 12s lid, being subsidy towards the Otara bridge, and that the Chairman signs thp certificate. — Carried. Resolved, That the following be granted permission to fell bush on road lines, on Council's usual terms : — George Corufoot, Fowlers ; H. M. King, Pakihikura ; Thos. Munro, Mangaweka, Proposed by Cr Jacob, seconded byCr Horncr, That application be made to the Treasury for the following advances on loans : — Pocp-o'-Day, £800; Mcßeth's and Junction, £310; Terrace, £230. That the application re Pakihikura loan be withdrawn till after 31st March next. That until the Pakihikura and Ougo loans are approved by the Colonial Treasurer no fresh loans be authorise^ by the Council. — Carried. Proposed by Cr Reid, seconded by Cr Horner, That the County Clerk ask the permission of the Land Board for this Council to expend the accrued and to accrue thirds from the sections in Te Rewa Block, in forming Pararororaud and Riverbauk roads.— Carried. Proposed by Cr Jacob, seconded by Or Williamson, That this Council must re. spoctfully decline to assist tho Feilding Borough Council, in any way other than compelled by law, to build the Kiwitea bridge as in their opinion it would be waste of money to build it without carrying out portion of protection works (A to B and C to D) recommended by Mr Holmes, and without which his report practically states tho expenditure on the bridge would be thrown away. This Council urges on tho Feilding Borough Council to reconsider the matter before accepting a tender for the bridge. Crs Reid, Homer, and W llliamson voted for the amendment, and Crs Jacob and Morton against. Resolved, That the application to the Treasury re Onepnhi bridge loan be withdrawn, iind that I'loOO be applied for on account of Vinegar Hill bridge loan — Carried. Resolved, That Cr W T . F. Jacob is hereby authorised to interview tha Treasury in reference to their request for copy of ratepayers roll. ; Resolved, That .£2OOO of tho Land 1 Fund Account be placed at iised deposit for twelve months. _ Resolved, that bye laws Xoa 4 and o be vigorously enforced, having reference to stray cattle, hoives and pL'*, and that the Ranker bo requited to sen it carried oat ; also, th-.t the County Engineer be requested to find the owners of any stray stock at large within the county and the clerk to take action against them at the S.M. Court, Feildiß!?. Proposed by Cr Jacob seconded by Cr "Williamson, That thh Council protest against the Local Government Bill being proceeded with this cession, nndtha'Ja copy of this resolution be sent to Mr J. Stevens, M.H.R.— Carried. Proposed by Cv Reid seconded by Cr Horner, That' the Engineer prepare plans and specifications for the approaches and for a suspension bridge at Otaia. — Carried. Resolved, That A. Moss bo appointed Ranger by this Council until further notice ; any advertising necessary to be paid by the ranger, H. Whi-haw. Proposed by Cr Morton, pc-conded by Cr Jacob, That tho Engineer tiko the necessary steps to sot a survey of a road to connect Edward Street with Mcßeth's line through road reserve, to bo charged to the Apiti riding ; also, to survey a deviation of Mcßeth's road through D. Mcßeth's and R. Mcßeth's properties, to connect the same with Edward street, costs to be charged to the Kimboltou aud Oroua ridiugs in equal proportions. Carried. Notice of mot : on was given by Cr Jacob, Tuat the resolution of August 24, re applications to Treasury be revoked. Accounts were passed for payment, and the Council aujonrncd.
