Victorian Railways.
I Per Press Association! Melbourne, Sep. 18. The Railway Board found the service as a whole disorganised, if not demoralised. There were seven associations established with the avowed object of enabling their members to protect their rights and privileges. The effects of political influence were manifest through out the system, and contributed to destroy discipline by averting punishment from those liable to be dismissed for drunkenness and theft.
