Pohangina County Council.

The ordinary monthly meeting of the j above was held on Saturday last, at ; Pohangina. Present — Crs H. Dickin 1 (chairman), W. Yicary, E. Bell, A. Wagstaff, C. Celby, R. W. Brown, and H. Fraser. The minutes of the previous meeting were read and confirmed. Correspondence was received and dealt with as follows : — From T. Harrower, drawing attention to almost impassable state of Awahuri road, and asking that something be done to it. From J. Notman, secretary Wanganui Harbor Board, re site for clerk's residence in Pohangiaa, and stating cases must be made by public tender or auction. The question of submitting a further portion of Pohangina township for sale was now under consideration by the Commissioner, and should this be done an opportunity would be given for a suitable site. From Secretary Department Lands and Survey, stating there was no power to vest municipal reserves in Pohangina township in council. From J. and M. McLeod, asking that their names be placed on rate roll for section 5, block 11, Gorge Survey District, in place of 11. Print : also asking permission to fell bush on road line. — No action taken as transfer was not yet granted. From J. Melton, Apiti, asking that the money due to him for bush felling go towards paying his rates; also, asking permission to fell bush on road line opposite section 121, Apiti. From L. Pope, stating T. Taylor was liable for rates on section 63 Block IX. From Secretary to Treasury, re application tor a loan of £300 for tbe construction of a road in the Kiwitea County, it was understood that the special rate for this loan was made upon the valuation shown in the existing ratepayers roll of the county, which did not come into existence until April 27 last, whereas the poll for this loan proposal was taken on Feb 4 last. The valuations shown on the present roll are higher than on the old roll, therefore it would be necessary to make a higher special rate than t}ths of a penny in the £ on the valuation of the roll in existence on Feb 4 last to provide interest and other charges on loan, and to do this will necessitate all steps being taken de novo to abtain this loan. From G. S. Mowat, askiDß that his n&uoe be pJaeed on r&le roll for section i 35, block XII, Apiti, and from K F. S. j Burton agreeing to same. — Alteration agreed to. From Secretary to Treasury, asking for particulars re Council's application for loan of £1000 for part cost of construction of Apiti bridge, and stating an advance of £992 only could be made under the Governor's warrant. From Clerk Kiwitea County Council, asking for particulars of this County's valuation to enable his Council to assess this Council's share of cost of additions to Onepubi bridge. — Secretary to write asking on what grounds this Council is liable. From H. Field, asking that his brother's name, G. A. Field, be placed on rate roll for section 30, Block XII, Apiti, in place of G. H. Fisher.— Agreed to. From F. Pirani, M.H.R., stating Counties Act Amendment Act has finally passed. It includes provision enabling Counties to alter boundaries by mutual agreement. From H. Tolley, account amounting to £3 16s 3d, disbursements in defending case (in which he succeeded) against him for rates. From H. Tolley and six others, asking the Council to proceed with raising a loan to form and metal the Apiti-Norse-wood road from boundary of Feilding Small Farm Block to about to about six chains beyond the bridge over the Kaheke stream. From J. Buckman, asking that his name be placed on rate roll in place of Mr Humphrey's for, section 9, Block XI, Apiti.— Agreed to. From J. O. Symonds, asking that G. Jackson's name be placed on rate roll in place of his for section 28, Block VI, Pohangina riding. — Agreed to. From W. Bolton, Pohanpina, complaining that a tram had been laid opposite his property and no crossing made to his gate ; also, that a water tank close to his fence was a nuisance. — To be attended to. From W. Cornfoot and seven others, asking that Awa road be improved to give them access to their sections. Messrs Cornfoot, Saunders, and Mason also waited on the Council in support of the application. From P. C. Ronberg, requesting that bis name be placed on rate roll in place of A. Goldfinch for section 18, Block X, — Agreed to. From Treasury, voucher for L 172 19s 8d hypothicated thirds. From D. Curtis asking that Margaret Peters' name be placed on rate roll in place of his for section 32, Apiti, and from M. Peters agreeing to same. — Alteration agreed to. From Isaac O'Hagan, asking that bis name be placed on rate roll in place of W. S. Barber for section 36, block 12, Apiti. — Agreed to. From S. Moar and W. Henson accounts for bushfelling on roadhnes. From C. Thompson, asking permission to fell bush on road line adjoining sections 34, and 25, Pohangina. — Granted on usual terms, payment to be made | when road is formed. From P. Henaghan, asking that a point on Zig Zag road be cut off to enable a waggon to get round. — To be attended to when council is in funds. From T. Sinclair, objecting to timber being removed from his river frontage. From Assistant Surveyor-GeneraL enclosing Capt. Turner's report upon proposed sites for a bridge over the Pohangina river. He with the chairman and engineer of the County, inspected tbe proposed sites, namely, Beehive Creek, Ferry Crossing, and near southern boundary of the Pohangina County. The Beehive crossing would entail a long bridge of 10 or 12 chains, and a small additional bridge would be required over the Beehive Creek. He did not think this a suitable site. As to Ferry crossing, a bridge from 23 to 30 chains in length would be required. He did not consider this a good site as the western approach was likely to be washed away. Re the southern crossing near county boundary, the site would be somewhere opposite sections 10 to 13, ! aud is by far the best and the construe- ! tion of the bridge would be the cheapest, at this point a bridge 7 or 8 chains \ would be required. This bridge would ; be most convenient to the general public on the eastern side of the river, and would also give access to the proposed road to Woodville. It would be necessary to get a survey to ascertain probable cost. f Proposed by Cr Selby, seconded by Cr Bell, That the Engineer call for tenders for forming 20 chains of road opposite section 12, Block V, on the Awa road, Pobangina riding. Tenders to be in by next meeting of the Council. Track lio be 12ft wide. — Carried. Proposed by Cr Fraser, seconded by Cr Dickin, That the whole of the proceedings necessary for raising a loan of £4000 for the construction of roads and bridges in the Tamaki riding be taken again. — Carried. Proposed by Cr Bell, seconded by Cr Dickin, That the Secretary take the whole of the proceedings for raising a loan of £800 to construct the Branch road from the Terrace road to the Oroua river.— Carried. Mr Sinclair's gate to the Pohaogina township in proper repair as called upon , to do by this Council, the Engineer is hereby instructed to have the work done at once, and notify to Messrs Adsettand Roberts that this work will be done at their expense. - Carried. Resolved, That the Clerk draw out a balance-sheet for each riding for year ending March 31st, 1895, showing expenditure for permanent roadmen, clearing slips and repairs, office salaries, etc., in same manner as the estimates provided at the beginning of each year. Proposed by Cr Vicary, seconded by Cr Fraser, That the Engineer call tenders for carting 600 yards gravel in Mangapikopiko riding for Apiti Main road, Main Ridge road, and Main Cross road east. Tenders to be in by next meeting of the Council. — Carried. Resolved, That the Clerk inform Mr Sinclair that the Council has nothing to do with the private arrangements between Mr Hayn and Mr Curran. Proposed by Cr Selby, seconded by Cr Dickin, That the poll taken for loan of £7328 for roads in Pohangina riding having been found by the Treasury to have been taken illegally, the Clerk be instructed to take the necessary steps to take a fresh poll of the loan as speedily as possible, omitting section 76, Block IX, Pohangina survey district. — Carried. Resolved, That the Secretary give notice that all rates outstanding after next meeting of the Council will be sued lor without further notice. Resolved, That the Secretary be instructed to ascertain from the Commissioner of Crown Lands whether the road surveyed through Mr W. Akers' section (section 10, Manchester Block) was duly taken under the Public Works, and if so when. Proposed by Cr Vicary, seconded by Cr Bell, That the following sections be formed into a special rating district for the purpose of raising loans under the Loans to Local Bodies Act, 1886:— Sections 30 to 36, 39, 4, Block XII, Apiti, to be called the Norse wood- Apiti special rating district ; sections 37 and 38, Block XII, Apiti, to be called the Kaheke special rating district ; sections 17, 18, 19, 21, 22, 23, 25, also a section containing 105 acres, to be called the Mangoira special rating district.— Carried. Resolved, That Messrs Browne Bros.' account for felling bush on road line be paid at next meeting, as the road is now cleared, stumped, and open for traffic. Resolved, That Mr Murphy be paid £2 18s for work done in cutting drain at foot of Terrace road. Resolved, That H. Tolley be paid the sum of £1 10s 3d, as allowed by the S.M. Court. Resolved, That the Engineer be instructed to have a fourteen feet road formed round the Bluff in the Forest Reserve on receipt of the rates from the Hawkes Bay Timber Company. Proposed by Cr Dicken, seconded by Cr Selby, that in new of the importance of the Local Govt. Bill this council is of opinion that it should not be passed into law during the present session of Parliament, and that the member for the disdistrict be asked to oppose (he passing of same until the various local bodies have had an opportunity of considering its several provisions.— Carried. Proposed by Cr Vicary sec. by Cr Fraser, that the Engineer make an estimate of cost of forming and metalling the Apiti — Norswood road from the end of tbe formation mentioned in tbe schedule of work for tbe Feilding Small Farm Block, the estimate to be made so as to give the settler on section 82, block XII, aa outlet ; and, also, take the necessary steps to raise a loan for the same under the " Loans to Local Bodies Act, 1886." The following applications were received for the position of temporary roadman in the Pohangina riding : — D. Hartnett, H. B. Pollock, W. Finlayson, T. Curran, S. Moar, M. P. Mai, J. Lyon, J. Ay res. Resolved, that Mr M. P. Mai be appointed temporary roadman in the Pohangina riding. Resolved, That the following tenders be accepted :- Approach to Oroua bridge site —B. Pool £199 6s 8d ; 71 chains sidling Main Ridge road — Hirst and O'Leary, £126 17 ; 30 chains formation andf metalling—W. Bacon, £56 17s ; ten chains formation Tamaki riding — M. McLaugblan, £13 14s ; 65 chains sidling— Hirst and O'Leary, LSB 8s; 47 chains sidling— B. Mahoney, L 34 17s; 22 chains sidling Main Ridge road— M. McLanghlan, L37 18s ; metalling Mangapikopiko riding— S. Macmillan, as per his schedule ; small bridge in Awahou riding — LB7 10s with reduction for timber as per schedule.
