The Cardiff Congress by an immense majority declined to censure the Parliamentary committee for non -execution of the collecturist mandate of the Norwish meeting. Lord Selborne, Under- Secretary for the Colonies, said the Government regretted the attacks on Sir J. Thurston, and had the fullest confidence in his policy. It is reported that the Government will appoint a committee of experts to advise Mr Chamberlain in developing the resources of the colonies. Charles J. Taylor, formerly Colonial director of the N.Z.L. and M.A. Coy., is bankrupt. The Loan Co3'. is a creditor to the extent of £6-1,695. Paris, September 4 It is expected that the Chamber of Deputies will be asked for a further vote of 64,000,000, francs for the Madagascar expedition.
