Lord Salisbury and Turkey.
A NOTE OF WARNING. (Per Press Association). London, Sep. 5. It is reported in Constantinople that Lord Salisbury informed the Ambassador that if the Sultan refused to allow the control of the Armenian reforms by the Powers, the European Congress would he summoned to apply Article 61 of the Treaty of Berlin with the Internotional Commission, and further Op. position would be the signal for dismemberment. In Turkey consternation is said to prevail in the Palace.
