Before retiring from Chitral the Indian Government appointed a Council of Regency during the aiinority of young Nuhfcar Shuja under the influence of the British Resident and garrison, London, Sept. 3. Mr Jenkins, President of the Cardiff Congress, promised the fairest consideration by workmen of the proposed social reforms to be introduced by the Government. He accused the independent labour party of being; really against the labour interests and trades unions. He thought they were probably sub-advised by the opponents of labour. He advised the unions to rely on voluntary efforts to j secure the eight-hour limit. Dean Freemantlo, speaking at the j Gundclwood Church Congress, said the Papal Encyclical on the subject of the reunion of the Anglican and Roman Catholic Churches was sincere. He believed the Archbishops of Canterbury and York conferred with the Pope in Rome last Easter on the subject. At the Cardiff Congress the decision respecting the exclusion of professional agitators is regarded as an overwhelming Victory for the old unions.
