More Outrages in Armenia.
(Per Press Association.) London, August 28. The Turkish troops are again said to be committing outrages on the Armenian villagers. The Elgersuni people are appealing to the Powers for assistance. The powers will take no notice of Chnkir Pasha's departure for Armenia, considering his mission will produce no result without a guarantee. The reforms will be executed.
