War Office Reform.

[Per Press Association) London, August 27. Under the new War Office reform Lord Wolsele.y will be the General Commander at Home and abroad. He will issue Army orders, make periodical inspections, be responsible for promotions and rewards and act as chief adviser to the Secretary of State for the War Office. It is proposed to form a War Office Council, at which the Secretary of State will preside. Lord Wolseley and the Parliamentary Under Secretaries will be members. August 28. The Duke of Cambridge has written to the Government condemning the proposed army reforms. He contends that Government by a Council will provo abortive. ________________
