THE TOTALISATOR.
Regulations made by Order -iu-Council uuder the Gaming Act of last session for the issue of totalisator licenses appear in this week's Gazosto. It is provided that the number of licenses that may be issued by the Colonial Secretary iv any oue year shall not exceed 156. Each application shall be accompanied by a programme of tho proposed meeting, duly vertificd, together with a list ofthe members of the club, and a copy of the last balance sheet of the club, verified I by the statutory declaration of the I secretary, treasurer or other principal executive officer. The Colonial Secretary shall have power to refuse or withhold the granting of a license in any case. Subject as aforesaid, to the provisions of the Gaming and Lotteries Act, 1881, aud its amendments shall apply to ail licenses. A form of application for licenses accompanies the regulation. Patterson, in opposing the Totalisator Bill, said iv New Zealand aud Tasmania the machine had drawn those who abhorred betting into gambling and there would be such an extension of vie? as would amaze people, and he hoped the country would never have to depend, as proposed, for tbe support of charities upon a system which destroyed the fibre of the people and taught them to rely upon chance for their living. Mr Maddeu opposed the Bill because he thought it would ruin the breeding of horses aud encourage gambling. Mr Murray, mover of the Bill, denied that the totalisator had become unpopular in New Zealand and that attempts made there to repeal the uso of the machine was the outcome of iudescriminate use, which admittedly required amendment. The petitions against the Bill included 49 from Presbyterian churches. Mr Murray presented 17 in favor of it.
