Shrimski thought that the Council as a whole should discuss the matter in Committee. Tho Hon. R. Pharazyn thought the better course would have been for tho Government to have set up a Royal Commission to investigate the question during the recess. The Hou. E. Stevens said that before any step should be taken to separate the institutions further investigations should undoubtedly be • made. The Estates Company had been aud was a dunimy compan}'. After further discussion the motion was agreed to. The motion for the committal of the Criminal Code Act Amendment Bill was carried by 17 to 15. In Committee ou the Bill the Hon G. McLean moved as an amendment that other prisoners as well as Louis Chemis have a right to apply for a new trial. This amendment was rejected on tho voices and the Bill passed through Committee without alteration, being afterwards read a third time and passed without division. The Council rose at 3.45.
