The principal fight over tlie new Licensing Bill will take place in Committee. Both parties are arming for the fray, and tbe tocsin of war has already been sounded. When tbe Bill comes out of Committee it will be so changed — not to say maltreated — that its author will hardly know it. Under this new Licensing Bill a batch of inspectors will very likely be appointed to enforce the liquor lnws, quite independent of the ordinavy police. We are getting on nicely, and if the system which now obtains continues for another five years eveiy i-econd man will be an inspector of something.
