One of the members for Dunedin, Mr W. Hutchison, has a passion for the arbitrary reformation of everybody by Act of Parliament. No sin of omission or commission is too great or too small for him. He can father a measure to regulate the lives and actions of " Second-hand dealers," another creating " Literary copyright,'' a third advocating " Municipal fire insurance," and a fourth to " Enlarge the municipal franchise" without any extraordinary effort. His last proposed bill is entitled ■" Restraints of Incitements to Betting and Wagering," and is intended to suppress everybody who touts for bets or wagers, or sends circulars or other written or printed matter inviting people to wager or to give information as to any race, fight, game, sport, or other event on which betting or wagering can be carried on, by a fine of not more than £100 and three months' imprisonment. Any unfortunate man who publishes any tips, betting odds, or is guilty of any like sinful acts will be liable to imprisonment for one month and a tine £20. Last, but not least, a stakeholder is made responsible for the repayment of any stake to the wicked person who deposited it, quite irrespective of the result of the event on which the wager was laid. Whether this peculiarly drastic measure will be talked out or laughed out of the House we do not yet know, but " long odds " are already being made and accepted by the wicked gamblers who congregate in the Empire City (they are never heard of in the country districts, of course) that one fate or the other will overtake this attempted piece of grandmotherly legislation.
