HOUSE OF REPRESENTATIVES.

The House met at 2.30. Mr G. W. Russell gave notice to move that a select committee, to consist of nine members, be appointed to consider the present arrangements ' under which Gable news is supplied to newspapers, the charges made as to entrance fees by the United Press Association and other matters relating thereto, and to report within one month. Mr Guinness reported on behalf of the Private Bills Committee that the "- Standing Orders had not been complied with in the case of the Bank of New Zealand Estates Company (Limited) Assets Special Realisation Bill. The Speaker said the Bill would be referred to a Joint Committee on the Standing Orders. Replying to questions, It was stated that instructions had been sent to the Commissioners of Crown Lands in the Colony not to dispose of any more lime forests. That Government intended to have a full inquiry made into the Horowhenua Block. That no land for settlement had been acquired north of Napier, as land there wa3 not suitable for small settlements. That the Municipal Consolidation Bill would be introduced this session That the classification of railway employes would be undertaken at tbe close of the session. That Government were strongly opposed to prison made goods being admitted in New Zealand. That the Auckland election would take place on the 24th instant. The rolls would not be ready till the 12th instant. Captain Russell moved the adjournment of the House and strongly complained of the refusal of the Premier to lay the public accounts on the table as required by law. Mr Seddon and other Ministers defended the Government in the matter, and said the public accounts had been gazetted in the proper form. The discussion was carried on until the 5.30 adjournment. The House resumed at 7.30 p.m. Major Steward moved the second reading of the Coroners' Inquests Bill to amend the law relating to Coroner's inquests in the direction of paying Juries and making a dead house of a hospital or a morgue.— Agreed to. Major Steward moved the second reading of the Threshing Machine Owners Lien Bill, to make provision for securing to threshing machine owners preference claim for the cost of threshing grain or seeds. After a short debate the motion was carried by 42 to 8. Mr Mills moved the second reading of the Criminal Code Act Amendment Bill (No. 2) to allow the convict Louis Chemis to apply to the Appeal Court for a new trial. He reviewed the Ciiemis case at great length, : - after which the second reajJiaff'was" agreed to on the voices" without debate. Mr Miller moved the second reading of the Employers Private Benefit Society Bill to better regulate the working of benefit societies established or assisted by employers for their employes. — Agreed to on the voices. Mr Lawry moved the second reading of the Deceased Husbands' Brother Marriage Bill, to permit marriage between a widow and deceased husband's brother. — Agreed to by 34 to 21. The Native Townships Bill was in committee for several hours, and on passing clause 2 progress was reported. The House rose at 12.40.
