Feilding Borough Council.
The ordinary monthly meeting of the above body was held last evening. Present— The Mayor (Mr W. A. Sandi ilands), Crs A. R. Allan, G. W. Fowles, G. H. Saywell, J. Gould, J. P. Cowie, E. Gcodbehere, and H. Worsfold. i An apology was received from Mr | T. R. Chamberlain for non-attendance > through ill-health. An apology was ! n,lso received from Cr Bailey for non--attendance. ! The minutes of the previous meeting v. ere read and confirmed. Correspondence was read and dealt with as follows : — From Department of Agriculture, pamphlet on tree-planting for Arbor Day, 1895, and stating a supply would be sent for distribution. From W. B. Barker, asking that he be appointed ranger in place of his son, who had resigned that position. From W. Rutherford, Clerk of the Palmerston N. Hospital and Charitable Aid Board, a letter in reply to one from the Mayor re a subsidy from the Government to the money raised by private subscription for improving the Square, such money to be spent in relieving the unemployed in Foilding ; , also, enclosing a letter from Mr F. | Pir-mi, M.H.8., who stated he had ' consulted the Hon. Mr Reeves, who j had agreed to give the subsidy, provided the money subscribed was handed to the Charitable Aid Board, who could then delegate the expenditure of such money to any committee or local body, providiug it was spent in relieving the unemployed. From Premier's office, re same matter, and stating that where money is raised for charitable purposes from private sources the Act provides that such amounts shall be subsidised to the extent of 24s for every pound. From Clerk of the Hospital and Charitable Aid Board, re levy, and stating that this Council's share was £G0 14s. . ' From Mrs M. Hastie, protesting against the removal of culvert opposite her hotel, and offering to keep same in repair at her own cost. From Secretary of the Post Office Department, stating the complaint re the platform at railway station had been referred to the Railway Department, and would be remedied next season. From F. J. Hedge, asking that obstruction on Hoot's and Churcher streets be removed. From Fidler and Scott, asking permission to start a dust cart to remove the refuse from town if sufficient inducement offers. From E. Bellve and Mrs M. Oliver, asking that the name of the latter be placed on rate roll in place of former for section 288, Feilding. From A. R. Mackay, Marton, offering to report on required protective works in Makiuo and Kiwitea streams. From J. H. Stevens, C. Roe, E. Giesen, and G. H. Thomas, asking that Arnott street be metalled as soon as summer sets in. From H. Cornfoot, manager Mana watu Timber Company, asking that footpaths be formed opposite their property in Beattie street, as they were building several cottages thereon. From J. Stevens, M.H.R., stating that he would supply the Council with copies of the Bills required as soon as circulated ; also, that he had attended to other matters brought under his notice by the Council. From Secretary Municipal Association, stating a meeting would be held towards the end of July. From W. M. Muir, re nuisance complained of on his section. From New Zealand Insurance Company, stating the £900 loan for Municipal Buildings was available. From Mrs A. Beck, asking that a hole opposite her property be filled up.— Referred to "Public Works Committee, with power to act. From Clerk Woodville Borough Council, requesting, on behalf of his Council, that the Government be urged to amend the law in the direction of permitting loan proposals to bo decided on a2-sths majority of the votes recorded, and that absentee votes or ratepayers should not be reckoned as voting against such proposals. From F. W. Legg, applying for position of ranger. From Finance Committee, recom mending accounts amounting to JM4O 4s be passed for payment. — Adopted. From Inspector of Nuisances, a report, in which he suggested concrete watertatles should be tried in the town. Cr Worsfold presented a petition containing the signatures of a large number of ratepayers, praying that the Warwick street bridge be permanently opened, for traffic— To be dealt with at next meeting. The Mayor reported he had written to the Manchester Road Board asking their chairman to meet a committee from the Council and inspect the localities where the Kiwitea was said to overflow its banks. In reply it was suggested that they should wait till Saturday, when the Board would meet and discuss the matter. The committee appointed to repoit on best means of improving Manchester Square reported : — They had considered the question and suggested that the four squares be dug, levelled and planted, and that the footpaths running through the Square in Manchester street and Kimbolton road be made and kerbed, They further suggested that each of the four Squares be fenced either round the whole boundaries exclusive of the footpaths referred to or eke with an oval fence around so much thereof only as will be planted with trees. The Public Works Committee report was read recommending— (l) That the footpath from Mr Sheehy's blacksmith shop to Manchester street bridge be formed, kerbed and gravelled, and half the cost charged to the owners of sections. (2) ReMrsßrennan's application for extra culvert, that the committee cannot see any alteration or addition to present arrangement is advisable but recommended that a ditch be cut along Marl borough street to the Makiho stream. (3) Re Mr Refceineyer's application for access to his property. The committee understood that he wants the Counpil to give nim a road through Mr Ryan's section, and therefore roust refer the master back to the Council to decide. (.4) Be tar pavement, the committee recommended that tar concrete be used for all footpaths to be made or wanting repairs in the future as soon as the weather
is dry enough. (5) That alll trees overhanging footpaths be cut,! as they keep the same from drying as/ quickly as they might do. (6) That tlheconbtruction of. the Kiwitea bridge be proceeded with at once. (7) 'I hat the water-tables from tfakino Istore to Wilson's corner be cleared ouC " With reference to the recommendation in the report of the Publi^T Works Committee, it was resolved/ that re? commendations Noa. 1, 2, 4,j 5 and 7 be adopted. Reid waited on thefCouncil with reference to a notice he 'had received to remove fences (from across Root's and Churcher streets. ; He said that in the case of Churcher street there was a creek crossing tjie road several times, which would it even if he fenced his section fronting that road, and if compelled iip fence by the Council would have to ask them to put a bridge across the creek and make about ten chains of road to give him access to the section. On Roots' street there was standing bush and if he ha«|?to fence on that side he would require the Council to fell it, besides, the road was impassable owing to the ?»lakino stream crossing it. At present he could not gain access to the fence line with a dray and he asked the Council to defer the matter till summer, when he would fence his section and remove tiie fence from the road. Having been informed the Council would consider the matter, Mr Reid withdrew. Resolved, That leave of absence be granted to Cr Chamberlain for this meeting. Resolved, That the following alterations be made on the rate roll : — J. Pearson to Mrs W. T. Pearson, and S. Bellve to Mrs Oliver. Proposed by Cr Saywell, seconded by Cr Fowles, That W. B. Barker be appointed poundkeeper in place of F. Barker, who resigned, on the same terms. — Carried. Proposed by Cr Goodbehere, seconded by Cr Worsfold, That Mrs Hasfcie's offer to have the culvert in front of the Feilding Hotel put in a safe and sound condition be accepted and that the culvert be allowed to remain there so long as it is so kept in a condition satisfactory to the Council or its Inspector. — Carried. Proposed by Cr Cowie, seconded by Cr Goodbehere, That Mr Hedge be requested to allow the matter of removing the obstruction in Churcher and Soots streets to be left in abeyance until summer, as Mr Reid intends to remove it then, — Carried. Resolved, That permission be given to Messrs Fidler and Scott to remove refuse from the Borough during the pleasure of the Council. Proposed by Cr Goodbehere, sec* onded by Cr Cowie, That the footpath in Beattie street be formed from Kirn. bolton road to the end of sections 23, 24, 25, and 40, sub-division of 782, on the usual terms, and that it be extended op» posite Mr Davy's section if he is willing to pay half the cost of same. — Carried. Resolved, That the matter re loan for municipal buildings be left in the hands of the Finance Committee, -with power to act. In discussing that portion ojjibe Public Works Committee's report which dealt with the proposed bridge across the Kiwitea, Cr Fowles thought th« necessary steps should be taken to start the bridge. They "were tinkering .with the fords almost daily, and couldn't ina,ke a satisfactory one. If the bridge was erected the approaches could he protected cheaply, and he ;2idaiojyuifci~ cipate their being damaged to aayserious extent. Cr Goodbehere would oppose going on with the work at present. Since the commission sat to apportion the cost of construction material alteration had taken place, and yards of solid bank had been taken away at the proposed site. It would be rash to put a bridge there at present. Until they had something more before them to show that this site would remain he would oppose the erection of a bridge. He did not approve of putting a bridge at an elbow o£.a. river, as in this case. Cr Gould thought there was nothing at present to prevent the river taking away the approaches, but if a bridge iiwas built he understood extensive protection works would be constructed. He thought the site had improved. The Mayor said it could not be denied that the bridge was necessary. However, he did not feel disposed to go on with the bridge at present as the point on Reid's line was likely to be washed away at any time, and that side would then be in danger as well as the western bank. He suggested that nothing be done at present, as he had written to the Public Works Department asking for the services of a Government Engineer to report. He had, also, interviewed Mr J. Stevens, M.H-8., asking hjm to support the application. Cr Goodbehere said the stream wag cutting in towards Kinibolton road higher up and they did not know what would be the result. Cr Fowles had no fear of the consequence, and thought the present site safe. Cr Allan would like to see the bridge gone on with, as the fords were continually shifting, but they should have thorough advice on the matter before spending anything on the bridge. Crs Cowie and Worsfold agreed with the last speaker. Proposed by the Mayor, seconded by Cr Goodbehere. That recommendation No. 6 of the Public Works Committee be not adopted at present, and that in the meantime the other local bodies interested be asked to consent to the matter remaining in abeyance without prejudice to the terms and conditions of the awards made by the late Commission, which sat at Feilding. — Carried. Resolved, That the Mayor be appointed representative of tins Borough at the forthcoming Municipal Association to be held in Wellington at the end of the present month. Proposed by Cr Goodbehere, seconded by Cr Worsfold, That this Council will support the proposals of the Woodville Borough Council to obtain an amendment of the Act in the matter of permitting the votes of non-residents ratepayers counting against loan proposals, and that a copy of this resolution be sent to the member for the Rangitikei district. -^Carried. . Resolved, That tenders be* invited from the local undertakers for pauper burials. Resolved, That the application of Cr Saywell for grant of a license for the Drill Hall in Stafford street be acceded to if on inspection the same should be found suitable. - Resolved, That the Inspector of Vehicles receive the whole of the fines in the action against Messrs JDarragh and Smith for breach of the [carrier's bye- law. , ] Proposed by Cr Goodbehere, seconded by Cr Worsfold, That consideration of ' the matter of fencing and improving Manchester Square be. held over fox further consideration till next meeting. — Carried. * In opposing the resolution, tWe Mayov asked, the Council to consent to the work being authorised to be done by; unemployed labor in order to get the subsidy from the Government. The Council then adjourned.
