He said that witli a State Bank of issue one 4th to one 3rd per cent of the specie held in hand would prove sufficient for all purposes. It would be no advantage to have state votes issued constituted a legal tender everywhere except in the place of issue. He did not tbiuk the credit fonder system was applicable to Victoria. Speakin<* generally for the business done in the colony there was an excess of specie. What they suffered from was want of confidence.
