Rosccan, Governor ot French IndoChina, is returning to France. He assigns as the reason that he has come into conflict with the military authorities, and finds himself powerless to remedy the chaos that has followed their resistance to the civil power. Constantinople, June 19. The German Emperor strongly advises the Sultan to acquiesce in the demands of the Powers for immediate reforms in Armenia in order to avoid the humiliating position of having them enforced on him
