THE VICTORIAN CIVIL SERVICE. (Per Press Association). Sydney, June 15. The Daily Telegraph says the divisions on the Customs Duties Bill are a great triumph lor Freetrade. The triumph, cays the paper, could not have been more complete as representing the popular will if the measure had become law, which it soon will do. Melbourne, June 15. In consequence of the rejection cf the Civil Servants' Retirement Bill, 180 Civil servants who lately volunteered to retire on pensions, and were granted leave of absence pending the passing of the measure, have been reinstated in their positions.
