Major-General Tulloch, formerly Commandant of Victoria, speaking at the merchant tailors' dinner, eaid State socialism was resulting from the payment of members and that the professional politicians were among the chief causes of the financial trouble in Victoria. He stated that socialism was only maintained by borrowed money or ruinous taxation. Political reform, he declared, was absolutely necessary to relievo the colony.
