THE POLITICAL SITUATION AT HOME. (Per Press Association.) London, May 21. With a view to settle the question whether Viscount Wolmer (heir to the late Lord Selbourne) is entitled to retain his seat in the House of Commons for West Edinburgh, instructions have been given for a writ to be issued for the seat. Sir Vernon Harcourt, leader of the House, approved of the order, and said even if the action led to a conflict with the House of Lords, Lord Selbourne was responsible. The Committee set up by the House of Commons to report on the matter reported that Viscount Wolmer had succeeded to the Earldom. Want of discipline and fear that Lord Rosebery may bo compelled to resign have disordered the Liberal Party. The press on both sides forecasts a dissolution at an early date. May 22. Lord Rosebeiy will introduce in the House of Lords on Friday, a Bill enabling colonial judges to sit on the judicial committee of the Privy Council.
