Again, the report says there were 13 voters with 13 votes who voted against the loan. Seeing that I polled five votes myself against it, and I know of three voters who polled four, three, and two votes respectively, this does not quite work out, and if any of the absentees, non-voters, or the other twelve have more than one vote, it might have the effect of reducing the number of votes — if not of voters, verb sap.
