The Advances to Settlers Act.

AN OUTSIDE OPINION. [Per Press Association.} 1 Brisbane, May 7. The Courier, commenting on the Advances to Settlers Act of New Zealand, considers it a good thing for the borrower, but strongly savoring of . injustice to lending institutions and private mortgagees, who have advanced loans on values which nowleaves no margin. The Act seems adapted to I transfer to the Government Lending Board all the gilt-edged securitiei in !New Zealand, and leave ordinary money lenders such properties as are not good enough for the Board. This is calculated to extinguish the money lending industry altogether. However, adds the Courier, the ingenuity of persons whose interests are menaced are likely to be equal to the exigency, aud the probability is that some of the existing mortgagees will discover means of foisting dcnbtful securities ou the Board.
