The French press is satisfied with ! the Japanese settlement. Franco suggests that Japan should limit the number of warships in For-mo-a waters, and refrain from establishing large garrisons in the Pescadores. St. Petersburg, May 7. Tho Russian Government is satisfied with the concessions made by Japan, and, regarding the incident as closed, has stopped the preparations for war.
