State of the British Army.
(Per Press Association.) London, April 26. In an article discussing the Army the Times says it distrusts the entire War Omce system. The Army is the most costly and the least effective of those owned by the Great Powers, and only in India has it become a fighting body. With an expenditure of L 18,000,000 annually it asks why the cavalry is not fit to go into war, and it adds that Great Britain is not able to place a single army in the field without a struggle.
