Captain Russell at Christchurch

(Per Press Association.) Christchukch, April 10. Captian Russoll addressed a public meeting at the Theatre Ro} r al to-night, the Mayor in the chair. The attendance was large. Captain Russell claimed that to the Opposition was due the credit for the introduction of the principal labour bills and the institution of triennial Parliament. While he did not say that the| present depressed condition of the Colony was clue either wholly or chiefly to the policy of the Government, yet that policy was creating a great deal of disquiet. He complained that though 10 days had elapsed since the close of the financial year no statement of the year's finance had yet been published. He contended that the finances had gone farther to the bad every year. A vote of thanks was passed, and the meeting concluded with cheers and counter cheers.
