Jabez Balfour Again 'Rescued.'

(Per Press Association.) Beunos Ayees, April 10. While the Tartar Prince was delayed at Buenos Ayres, the Salta sheriffs went on board and seized Balfour in order to take him back ts Salta. The Federal authorities ordered out the troops in order to prevent interference with the prisoner.
