An official bulletin states that Lord Kosebery is suffering from insomnia, and despite a change of air it is seriously retarding his recovery to good health. He is at present unable to attend to any business, unless of the most urgent nature in response to the pressure of his colleagues, who feared his absence would weaken the Cabinet.
