Increasing the English Navy.

(Per Press Association). London, March 18. The Lord of the Admiralty in the course of a naval statement in the House of Commons, said* the attempt to recruit the navy from the mercantile marine had failed. He estimated the cost of construction for the coming year at £5,---450,800, half of which would be spent on battleships. A loan of £8,600 000 would be required for works at Portland Devonport, Dover, Hon« Kong and Gibtalker, which woald be met by termmable annuities, not exceeding thirty years* currency. The eight hours' system in the dockyards had proved a great success. A complete programme under tne Naval Defence Act will be finisbed this month. The expenditure will amount to £22,241,000, being £750,000 in excess of the original limit. The battleships to be constructed during the current year belong to last year's programme.
