SPECIAL MEETING.

A special meeting of the Council was held to deal with the following Special Orders: — Proposed by Cr Homer, seconded by Cr Reid, That the following Special Orders be adopted: "That, for payment of interest at 5 per cent for 26 years on a loan of to be borrowed under the Government Loans to Local Bodies Act, 1886, for construction of Kiwitea Cross, Peep-o'-Day, and Bluff roads, a special rate of 3£d in the £. be levied on the following sections within the Apiti riding, to be called the Peep-o'-Day Special Rating District, viz., sections 1, 2, 3, 59, 60, 65, 72, 79, Block VI, Apiti ; 56, 57, 58, Block VII, Apiti ; 5, 7, Block IX, Apiti ; 13, 14, 17, 18, 22, 23, 24, 25, Block X, Apiti. Such rate to be annually recurring for 26 years and to be payable in equal half-yearly instalments on the first days of April and October in each year."— Carried. Proposed by Cr Homer, seconded by Cr Eeid, " That, for payment of interest at 5 per cent for 26 years on a loan of j£4572, to be borrowed under the Government Loans to Local Bodies Act, 1886, for construction of Pakihikura, Mangapapa, and Mangatieka, roads, a special rate of 4 3-8 dof a penny in the £ be levied on the following sections within the Hautapu and Ongo ridings, viz., sections 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 13, Block VIII, Ongo ; 40 and 41, Block I, Apiti Survey District. Such rates to be annually recurring for 26 years, and to be payable in equal halfyearly instalments on the first days of April and October in each year." — Carried. Proposed by Cr Homer, seconded by Cr Reid, " That, for payment of interest at 5 per cent, for 26 years on a loan of £928, to be borrowed under the Government Loans to Local Bodies Act, 1886, for construction of Mcßeth's and Junction roads, a special rate of 2£d in the £ be levied on the following sections within the Apiti and Ongo ridings, to be called the Junction Special Rating District, viz., sections 1, 76, 77, 78, 79, 37, 32, 59, 60, 61, 62, 64, 65, 66, Block VHI, Apiti ; 19, Block IX, Apiti. Such rate to be annually recurring for 26 years, and to be payable in equal half-yearly instalments on the Ist days of April and October in each year." — Carried. Proposed by Cr Homer, seconded by Cr Jacob, That the following special order be now confirmed, " That it is hereby declared that the Kiwitea Road District be merged in the Kiwitea County and the Road Board of the said district dissolved in accordance with the prayer of ratepayers set forth in the petition presented to the Council in that behalf, and also in accordance with the provisions of the Counties Act, 1886. Such special order to take effect on and after noon of March 15th, 1895."- Carried. The usual accounts were passed for payment, and the Council then adjourned.
