« THE GERMAN EMPEROR AND HIS RECRUITS. (pee press association) Behlin, March 6. Emperor William, addressing the recruits in the army, said : — " You are bound to give up your whole life to me. Our navy is small, but stronger than others in discipline. Thus, with hope in God, shall wo destroy the enenj3 r ." London, March 6. The forecast published by the Pall Mall Gazette in January last that the Admiralty proposed to built four firstclass cruisers, four second and two third class, twenty torpedo boats, and twenty torpedo destroyers, is confirmed. The cost is estimated at £6,500,000. Paris, March 6. In the Chamber of Deputies a mild sensation was caused by a speech delivered by M. Jules Roche regarding the army votes. He urged the Government not to stop at financial sacrifice, and pointed out that since 1887 the German military expenditure exceeded that of France by eight millions, and had secured a permanent and effective condition of things in Germany. The danger was, he thought, that France would soon possess reserves. and no soldiers.
