Tho captured warship Chen Yuen, has sailed for Japan witb a Japanese crew. The Chinese army at Neu Chang continue to receive reinforcements. It is reported a secret society having for its object the overthrow of the Emperor and Central Administration has been discovered in Pekin. General Taoti Sheng and General Yehehicao have been sentenced to be imprisoned till the autumn and then executed for the loss of Port Arthur. Tokio, February 21. The Japanese have declined to open negotiations for peace at Port Arthur It is reported that the Governor of Port Arthur has confessed that he was in league with Li Hung Chang to overthrow the Manchu dynasty. The Japanese insist that the peace negotiations shall be conducted on Japanese soil.
