(PEB PRESS ASSOCIATIOK) ' Lokdon, February 10. In tho House of Commons the Chancellor of the Exchequer introduced a Bill to repeal the property qualification for country magistrates in England and Wales. Mr Jeffery's amendment, " That the , local rates be reduced in order to relieve depression," was rejected on a division by a majority of twelve. The Parnellite section supported the motion. Speaking to the motion the Chancellor said it was impossible to blame the Government for the absence of a law giving relief to unemployed. Mr Cnamberlain will move an amendment to the Address-in-Ileply, to the effect that it is contrary to the public interest that Parliament should be occupied with a discussion on measures which the Ministry admit have no prospect of becoming law, while in the judgment of Parliament they ought to tako proposals involving a grave constitutional change. Mr Fardell, Conservative, has been returned unopposed for Paddington, to fill the vacancy for that seat in the House of Commons, caused by the death of Lord Randolph Churchill. Mr Chamberlain's amendment to the Address-in-Rcply will be moved on Thursday.
