Should the Congress sanction the issue within teu days it will be provided for by the delivery of three and a half million ouuees of foreign gold, which relieves the Treasury until April. The Senate has authorised the President to enter into a contract for a cable to Hawaii at a cost of three million dollars aud voted half a million towards the preliminary expense. St. Petersburg, February 8 The Czar intends to issue a decree for free and compulsory education. Constantinople, Feb. s The English, French, and Russian Ambassadors have protested to the Porte against obstructing witnesses giving evidence with regard to alleged atrocities in Armenia. Madrid, February 11. The new Spanish corn duties have been passed.
