(PEE PBEBB ASSOCIATION). llouaut, Ffbrusirj 7. Tlie Premier's Conference has agreed to the draft of the Bill embodying the Federation resolutions. The Governors of the colonies are empowered to summon a convention deciding the place of meeting 03' a majority. If the division is equal the Governor of the senior colony shall decide. Each colouy is to contribute to the expenses on a population basis. A provision is to be made for New Zealand coming iv at auy time without special legislation.
