RESIGNATION OF THE PRESIDENT. THE SOCIALISTS JUBILANT. [VER PRESS ASSOCIATION. ' Paris, January 15. M. Casimir Perrier, the President, has resigned. M. Casimer Perier's resignation came unexpectedly, and created great political perplexity and dismay. The attempt of the Chamber of Deputies to over-ride the judicial decision of the Council of State regarding the Railway Companies indicated their intention to assume the powers of the convention, which the President refused to countenance. The English press is inclined to regard the resignation as precipitated, and indicates a lack of moral courage. M. Casimer Perier's message to the Chamber of Deputies declares that he regards the vote of the Chamber as a secondary incident, but says the struggle has begun against Parliamentary regime and public liberties, and he had hoped the President would have been exempted from attacks or defended. He begs of the Cabinet to provisionally withdraw their resignations, and the request has been granted. MM. Dupuy and Challeniel Lacour repeatedly, though without success, appealed to the President to reconsider his decision, and even went so far as to ask his mother to intervene. It is believed that the retiring Prisident will be reelected by a large majority. M.M. Bresson, President of the Chamber, and Lacour's names are mentioned as possible candidates for the office. January 16. The Socialists have issued a manifesto rejoicing at Perier's downfall, and it says the ex- President found the weapons he had adopted for fighting Socialism were rotten.
