•PKK PEES* ABSUCIATIONI. Tokio, December 31. Tbe Japanese Government has successfully founded a civil administration in Manchuria. Shanghai, December 81. The Tonghaks have founded a kingdom styled Kainan, on territory in the south-west of Corea. They have already enthroned a king. January 1. It is reported that the British squadron stationed at Chusan has been suddenly ordered to Chefoo. London, January 3. Reports from Shanghai state that China does not intend to cede an inch of territory to Japan. Owing to the lack of funds, China is unable to reorganise her army at present, but she hopes before long to be able to recapture Port Arthur. The negotiations for peace have been postponed until the arrival of Mr John Foster, who is on his way from America i to Tokio to assist the Chinese Envoys in arranging the terms of settlement.
