NIHILISTS AT WORK AGAIN. FIRST ATTEMPT ON THE CZAR'S LIFE. RESIGNATION OF GENERAL GOURKO. (Per Press Association). St. Petersburg, December 4A Nihilist plot against the Czar has been discovered. A Russian loan of twenty millions sterling to complete the Siberian Railway is impending. Police papers allege General Gourko has resigned Governorship of Warsaw because he is opposed to the mild policy announced by the youug Czar. The C/.ar intends to issue an order expelling German workmen from Russia, as a concession to the demands of Rus- ! sian tradesmen.
