The War Between Japan and China.
o [PBB rSKan AS»OCHTIOK. I Shanghai, November 12. The Japanese captured several torpedo boats at Tallenwang, besides 80 gnns ius eluding a number of Krupp'i. In the fort the Chinese defences were drawn with great skill and would have been impregnable if properly defended November 13. The Japanese captured the plaus of a torpedo defence of Talieu War, and cleared the harbor of torpedoes.

The Manchester Guardian publishes a letter from its St. Petersburg correspon dent Baying that Russia 6ent a note to Japan in September claiming interest in tbe government of Corea. Japan's reply it asserted, was unfriendly to Russia • position in Eastern Siberia. A despatch from Rome of October 9th ■ays that the Italian Ministerof Pekin has addressed a note to China at tbe request of his Government inviting a conference with Japan in an endeavour to end the war, and offering his own offices to effect such an arrangement American residents in China are guaranteed complete protection, by the Gov eminent as long as iho war lasts. Japan begins to reflect on the problem of eventual extrication of their troops in Corea, where the; remain on sufferance of the maritime Powers, especially Russia who is sending eleven additional ships in chiding three ironclads. Russia will hay» the most formidable ileet ever resembled east of rfuez. The Times in its financial article on October 6th definitely denies the statement that any proposal to raise a Japanese loan had been received in Loudon and says the mujoritv of the Japanese Ministers had decided against it, but at the same time decided in favour of a second war loan of 50,000,000d01. to be raised in Japan. This with proposed additional taxes, will bring the Government funds up to 130,000,000d01, Tho common belief is that China will be compelled to raise a loan to pay the indemnity that Japan wiJl demand.
