Kiwitea County Council.
I The regular monthly meeting of the above body was held on Saturday last. Present— Crs. J. Keid (chairman), W. F. Jacob, W. Jones, W. Morton and J. J. Williamson. The minutes of the previous meeting were read and confirmed. Correspondence was read and dealt with as follows : — From H. H. Richardson, clerk of Raugitikei County Council, enclosing letter from Lands and Survey Office re Vinegar Hill' bridge subsidy, stating that no further promise of subsidy could be made in the meantime than that provided for on last year's estimate, viz., | £1250. The chairman, Mr Marshall, j I replied to the Department that a promise of another £1250 had been made, and stating that if not adhered to the tenders for the work would have to be withdrawn. With reference to this matter the chairman of the Kiwitea Council, Mr Reid, explained that the above letter received by the Rangitikei Council was written before the estimates were brought forward and since then it was clear a sum would be allocated as promised. From W. F. Elkington re drainage on Cheltenham Cross-road, and also complaining of stray cattle, horses and pigs on the road. — Letter received. From A. N. Galpin, asking what the " separate " £ rate was for. —Rate struck every year. From E. Jackson, account for bushfelling.—Engineer to report. From Cameron and McGregor, asking the Council to charge rates against money due to them by the Council, and to place balance to their credit in the bank.— Council cannot do so at present. From D. H. Guthrie, asking permission to fell bush on road line opposite section 7, Hautapu — Application granted. From Lands and Survey Department, re bridge of the Kiwitea stream in the Feilding Borough. From H. Hewitt, asking the Council to put culverts in road leading to his sections. Also, asking permission to fell road line opposite section 42. Application for culverts held over till next meeting, permission granted for bushfelling. From Lands and Survey Department, re the £150 grant for Kimbolton road, stating the Department would agree to the Engineer's (Mr C Bray) suggestion to withhold the money until the weather was favorable for metalling through the Birmingham Small Farm Block. — Mr Bray had advised that tne -work be left over until dry weather, when the balance of grant (£62) could be spent on metalling, which would be permanent. — [The work is now being proceeded with.] From W. and H. V. Hammond, asking when the Council would be forming the road opposite their Pakihikura property. —Loan money to be spent on said road as soon as it comes to hand. From stationmaster at Onenunga re railage. Letter received. From G. W. Smith, asking permission to take clay from cutting on road between Waituna store and Mr Williamson's. From the following re change of names on rate roll : From E. Mariboe to H. S. Moss, section 76, Block XIII ; from A. J. Perry to Mrs M. M. Perry, for sections Nos. 177, 199, 200, 201; from J. Arkill to J. Corpe, for section 167, Beaoonsfield ; From G. Perry to Mrs Elizabeth Golding, for section 41, Block 111, Pemberton. — Alterations agreed to. From T. E. Bennett, account for bushfelling. From Jos. Carey, J. S. Clark and T. Fawcett, asking the Council to fill in ruts on road along Pemberton flat. — Application to stand over. From J. Carey and sixteen others, asking the Council to fell bush on the cemetery reserve, Rangiwahia, and also on road leading to same. From Secretary to Treasury, stating the Councils application for loan of £3000 would be considered. The monthly accounts were passed for papment. Mr Alfred Dick waited on the Council, asking that the road leading to his place should be cleared from slips to enable him to get his wool out. He pointed out that he had, at his own expense, made it passable for horse traffic. He considered that as settlers in the Ongo and Hautapu ridings also used the road it was only fair that the Council should do something. There were three miles of road to his place and about £10 would make it passable. When he advanced the money to make the road the Board had agreed to keep it in repair. On being informed the matter would be considered, Mr Dick withdrew. Crs Homer and Shannon here took their seats in the Counoil. Mr T. Robinson waited on the Council asking that a bridle track be made on the Kiwitea-Tapuae ridge road to his property at a cost of about £20. There was no track whatever at present and he was unable to get sheep in or out without getting neighbours to muster their sheep. He was informed there were no thirds available at present, but some were due. Mr Jenkins waited on the Council to ask that 100 chains of bridle track be made on Mangapipi road, to the corner of his section. No rates or thirds had yet been spent on this end of the road. About five or six miles from his section at the other end there was a track. He was informed the Council would consider the application. Proposed by Cr Morton, seconded by Cr Homer, That the sum of £28 14s 8d being amount of rates and thirds accrued to date be refunded to Mr Dick for part cost of constructing Middle road as per resolution of the Road Board. — Carried. Resolved, That the Secretary write to the ranger calling his attention to the complaints that haye been made of him not keeping the road clear of stock, and request him to keep the roads clear or resign the position if unable to do so. Proposed by Cr Jacob, seconded by Cr Jonos, That the necessary steps be taken to raise a loan of £1000 under the Government Loans to Local Bodies Act to be expended as under :— To construct Perry's road extension from Mcßeth's road to Hayne'sroad, £600; to widen and construct portion of Hayne's road, and deviation thereof between Kinibolton and Mackay's road, £400 ; a special rating district to bo found within the Oroua riding. Carried. Proposed by Cr Jones, seconded by Cr Jacob, That the necessary steps be taken to raise a loan of LBOO, under the Government Loans to Local Bodies Act to widen and construct portion of Hayne's road and deviation thereof between Kirn. bolton and Mackay's road. A special rating district to be formed within the Makino riding. —Carried. Proposed by Cr Jacob, seconded, by Cr Morton, That the Clerk take the necessary steps at once to stop the public road through Mayfleld marked A and C on tho plans in the survey office in order to open the new road under section 83, Public Works Act, 1889.— Carried. Proposed by Cr Jacob, seconded by Cr Jones, That Mr Arkell be informed that the Council will pay any costs necessarily incurred by him in giving the Council a title to the land contained in road through section .167.— Carried. ftosolvefl, That $r Jfapaqy, ql lumberton; bo instructed to remove, or otherwise do away -with a dead horse now on the Kimbolton road : m the Pembertou Special Settlement. Proposed by Or Homer, seconded by Cr Shannon, That the necessary steps be taken under the Government Loans to Local Bodies Act to borrow sufficient money to form and metal that portion of road in the Birmingham Block from section 28, continuing along sections 27 and 22 and end in reserve No. F 92, and that a special rate be struck orer the following sections in the said Block to pay interest and sinking fund, viz., 28, 27, 22, 48, 49, 60, 46, 47, 51, 52, 53, 54, 65, 56, 57.— Carried. Proposed by Cr Williamson, seconded by Cr Jacob, That tenders be called for metal to fill rots in Waituna riding to the amount of £80. - Carried. Proposed by Councillor Williamson, seconded by Cr Jacob, That tenders be called for metalling Williamson's road east, as far as Mr Wallis' gate, the amount not to exceed £30. Carried. Proposed by Cr Shannon, seconded by Cr Morton, That the Engineer be instructed to put the road fronting Ackerman's flection in repair, and he be allowed 100 yds of metal to do it. That tenders be called for the same Carried. Proposed by Cr Jones, seconded by Cr Jacob, That the Engineer be instructed to report at the next meeting of this Council whether it it practical to get an easy grade on McKay's line, at Da vies' cutting, by diverting the road into Davies' land ; that the merer and Cr Williamson interview Messrs Kiddiford and Davies to see if they have any objection to allow the deviation and what price they will require for the land. — Carried. Proposed by Cr Williamson, seconded by Cr Jacob, That Mr G. W. Smith be granted his request to take day for brickmaking from the upper portion of Sinclair's line, on conditions to be drawn up by the Engineer and agreed to by the Warden. — Carried. Proposed by Cr Homer, seconded by Cr Jacob, That the Engineer be instructed to have the Kimbolton road, north of Birmingham, in the Palmerston Special Settlement Block, trimmed and prepared for metalling as soon as he thinks fit.— Carried. Proposed by Cr Homer, seconded by Cr Jacob, That application be made to the Commissioner of Crown Lands for & list of names of the selectors of sections in the Marton Special Settlement Block so that their names might be placed on the rate roll.— Carried. Proposed by Cr Homer, seconded by Cr Jacob, That application be made for the balance of the £800 grant to Kimbolton road as it is now urgently required for repairing the Kimbolton road m the Pemberton Special Settlement. Carried Proposed by Cr Reid, seconded by Cr Jones, That the Engineer be instructed to lay off 40 chains of sidling bridle track, to be made on the Otararoad between McGregor's house and the river. — Carried. Proposed by Cr Homer, seconded by Cr Morton, That the Chairman, together with Crs Morton and Homer, be a Committee to deal with the Pemberton Cemetery, and that the Committee agree to clear the road if the settlers fell the bush on the reserve.— Carried. Proposed by Cr Shannon, seconded by Cr Homer, That the Engineer be instructed to call tenders for the expenditure of £75 in making a bridle track on the Mangapipi road. — Carried. The special order with reference to .the Cheltenham Cross road bridge loan of £420, particulars of which have been published, was confirmed. The special order with reference to raising a loan of £2600 for the Vinegar Hill bridge was also confirmed. The Council then adjourned.
