The War Between Japan and China.
THE CHINESE MAKE OVERTURES FOR PEACE. (Per Press Association. Shanghai, October 13. The Chinese offer to pay an indemnity and submits to the independence of Corea. During the occupation of Wiju 2000 Chinese escaped across the Yalu. Tientsin is covered with placards denouncing Li Hung Chang, and songs are sung in the street ridiculing him. The Emperor visited Tientsin in disguise, in order to ascertain for himself in what light the populace viewed the Chinese disasters. Chinese secret societies are attempting to foment a rebellion. Li Hung Chang and Prince Kung are reported to have initiated proposals for peace, and that the British Minister in Tokio is acting as intermediary. The United States Government, fearing that there may be an entangling of alliances, has declined to join the Great Powers for friendly intervention. The Japanese insist on ejecting all Chinese stragglers from Corea and are reforming tne Administration there, The latter will prevent the Great Powers from intervening. Tokio, October 13. The Japanese Government resents the proposal that Russia should be allowed to annex the country as far as Port Lazareff. ' Berlin, October 13. The Berliner Tageblatt publishes a statement that tho malcontents in Mongolia desire to be annexed to Russia. London, October 13. Great Britain, France, Russia, Germany, and the United States, have resumed their endeavors to bring about peace. A well-informed writer, in a letter to the Times, asserts that the great secret expedition alleged to have sailed from Hiroshima on September 18th has not yet left, and he adds that in the early part of the present week there was not a single Japanese soldier in Manchuria. It is reliably stated that Great Britain is now doing its utmost to induce the Great Powers to co-operate to stop the Corean war. The cruisers Spartan and Edgar have been ordered to proceed from Singapore { to reinforce Admiral Freemantle's fleet iv the Chinese waters. The newspaper Novosti advocates a Russian annexation of Manchuria and Corea. Sydney, Ootober 13. H.M.S.
